Content: Unused Statue of Freedom on capitol dome single printed by the American Bank Note Company. The BEP was awarded the contract for printing the newspaper and periodical stamps on February 21, 1894. This issue was prepared as samples for colors, paper, etc. and turned over to the Bureau. A number of sets passed into private hands.
