Scene in front of the federal recruiting office for Negro troops on Chestnut Street, Philadelphia, the building facade illuminated with a transparency illustrating African-American troops in battle, a slave auction, children being shown a schoolhouse, and a document. Text at bottom : "Emancipation Proclamation Jan. 1, 1862. Abraham Lincoln practically enforced by glorious Grant indomitable Sheman irresistible Sherman with conquering Farragut let us sustain the emancipation."
