Abstract

Encloses a resolution; the commissioners appointed thereby have requested him to open communication with the several states; the desire for a uniform commercial system arose from a regard for the federal interest; the Virginia commissioners request the concurrence of other states, and propose the first Monday in September as the time, and Annapolis as the place, of meeting.
