Content: Decree issued by the king of Spain to continue the free commerce of blacks in the Indies and Philippine Islands, and to extend their introduction to the Spanish colonies for 12 years by Spaniards and 6 years by foreigners. Decree also refers to the exemption of agricultural products produced in the colonies from taxes and other regulations.
