Content: Printed on border: "Of all the lines along which the sea-wealth of New York was won in colonial times I am disposed to give the first place to privateering. Piracy -- being hampered by no fine-drawn distinctions as to flags, and by no over-nice requirements of prize courts -- was better while it lasted; but it lasted (openly, at least) for less than a decade." "As for ordinary commerce, a round dozen of long voyages might yield a less return than a single dash of six weeks to the s'uth'ard among the fleets of the Mosoos and Dons."
