Content: Dom Jozé by the Grace of God King of Portugal... I make it known that, since I have been advised that in the state of Brazil the mulatos and black slaves continue to use knives and other forbidden weapons, and the penalties imposed by the laws of 29 March 1719, and 25 June 1749 are not sufficient to restrain them: Therefore the above-named black man and mulato slaves in the said state, in place of the punishment of ten years on the Galley imposed by the referred laws on the transgressors, will incur the punishment of 100 lashes on the pillory, repeated on ten alternate days; this is not intended for the blacks and mulatos who have been freed, because for them the already-established (i.e. old) laws are to be observed. I hereby order the president and councillors of my Overseas Council, the Vice-Roy, the Commander in Chief of the sea and land of the state of Brazil... the Governors of Bahia and Rio de Janeiro (to observe this law)... to be published in every district... so nobody can pretend ignorance of the law.
