Description
In his opinion, 4,500 men would be sufficient to hold James-Island, the Quarter-house, and the other posts of Charles Town; with these troops and the armed ships, frequent descents might be made and communications kept up with Georgia; the same number would be necessary in case of a reinforcement of the rebel army and consequent evacuation of outposts, or the arrival of a French fleet.
