Content: "Tuxedo", as used here, seems to mean the large folded-back "lapels" of the cape, reminiscent of the similar wide lapels on a man's formal jacket. Note the armholes and the fact that the cape's pockets can only be used when its lapels are folded back. "Bias" refers to material being cut so that its patterns run in different directions on different parts of a garment.
