Description
Delegates of South Carolina send a vessel for gun-powder; all salt petre should be sent to Philadelphia to be used there for powder; if more than 4,000 lbs be collected, the surplus is to be sent at another opportunity; they send ... bushels of Indian corn to be exchanged for rice in which the powder may be concealed; secrecy recommended; suggested that large stores of powder may be procured from Havana.
